Demand Response and Renewable Energy:
What to Do When the Winds Stops Blowing

Thursday, January 8, 2009; 2 p.m. to 3:30 p.m. (Eastern)

On February 26, 2008, wind turbine output in Texas (which represents 10% of the capacity in ERCOT's territory) was significantly below the "hour ahead" wind resource plans. Suddenly, Demand Response resources became critical to halting frequency decline and restoring the ERCOT grid to stable operation.

Learn how Demand Response and Renewable Energy are natural partners in providing clean, reliable energy to consumers.  Discover how Demand Response resources are being integrated into the control rooms of transmission system operators.

This panel of experts will discuss the benefits gained by society from this partnership, and specifically how the partnership works.  Topics will include:

·         Distinctions between active vs. passive Demand Resources

·         Integration of DR Assets within SCADA

·         Grid Implications of Expansion of Wind and Solar Generation

·         Goals of NERC Report on Integrating Variable Resources

·         Real-Time Pricing and Wing/Solar Integration

Presenters are:

·         Robert Burke, Markets Development Principal Analyst, Demand Response Department, Independent Systems Operator New England (ISO-NE)
"Integrating Demand Response into the Control Room"
Bob has over thirty years of experience in the energy industry, including the startup, operation and maintenance of fossil-fueled power plants, as well as energy and capacity trading.  Since joining ISO-NE, he has held various positions and been involved with the development and subsequent on-going improvement of the wholesale energy markets and the ISO's internal business procedures.  He has been involved in the MOU (Memorandum of Understanding) seams process, which represented an agreement between the four Northeast ISOs (IMO, ISO?NE, NYISO and PJM).  In his present position, he works with market participants regarding Demand Response issues including market rules and operating procedures, and the associated FERC filings.

·        Paul Wattles, Supervisor, Demand Response, Electric Reliability Council of Texas (ERCOT)
"Wind Operational Challenges in ERCOT and the Role of Demand Response"
Paul has been with ERCOT since 2004.  The Demand Response group administers participation by demand-side resources in ERCOT's wholesale markets, including participation by Loads Acting as a Resource in the ERCOT Ancillary Services markets and Emergency Interruptible Load Service.  Paul previously held the position of ERCOT manager of governmental relations and communications. He has over eight years of electric industry experience with an emphasis on advanced metering and demand response, plus over 15 years of private sector business experience and six years of service as a Congressional aide in Washington, D.C.

·         Steve Isser, Vice President and General Counsel, Good Company Associates
"DR and Integration of Renewable Generation Resources"
Dr. Isser has 25 years of experience with the energy industry, as an Economist, Lawyer and Academic.  He provides economic, financial and regulatory consulting services to clients, as well as serving as general counsel to Good Company Associates. He was a Vice President at Potomac Economics, Ltd., which serves as the independent market monitor/advisor for the New England, New York and Midwest Independent System Operators (ISOs), and ERCOT.
