Learn
how utility program designers project the potential savings from implementing a
Demand Response program. Discover where
to start in setting a baseline case, and the challenges of integrating Demand
Response saving projections with the sometimes conflicting needs of various
stakeholders.
Craig
Williamson will offer a very basic “nuts and bolts” perspective on why and how to
build a baseline, and Dan Violette will provide a broader context on the need
for accurate baselines and related issues.
Discussion
will focus on:

Description of various baseline methodologies, such as:
o
Averaging methods - highest n of last k eligible days,
o
Adjustment methods, and
o
Regression methods
·
Advantages/disadvantages, as well as bias and accuracy of various
methods
·
Which methods work better for which customer segments
·
Which methods are better for bill calculation vs. rebate programs
as compared with program evaluation needs

Insights
Craig
Williamson leads Energy Insights’ Energy Consumer and End Use Research area,
which includes subscription services Load Analysis Strategies (which he
directs) and Customer Strategies. He is actively involved in the Western Load
Research Association and the Association of Edison Illuminating Companies,
including as an instructor for the AEIC Load Research Fundamentals Course. Previously at Public Service Company of
Dan Violette,
Principal, Strategy Practice,
Dr.
Violette is a recognized industry leader in the development of effective market
strategies, the use of quantitative methods to support utility decisions and
providing executive-level management consulting. He managed the
retail strategy practice at PHB Hagler Bailly Consulting where led the firm's
utility practice for over a decade holding the positions of senior vice
president and director. Dr. Violette has also held SVP positions with
Electronic Data Solutions (EDS Management Consultants) and XENERGY, where he
managed operations in five offices and led a national consulting practice
focused on retail markets.
