Position Overview: As a member of senior management, the Director of Energy Programs and Projects will play a pivotal role in shaping and executing strategies related to energy resource programs and projects. You will be tasked with driving rate innovation, beneficial electrification strategies, local storage, renewable projects, and energy procurement initiatives using data driven analysis to support the mission and strategy of CPCNH. The position will direct (Sr.) Energy Analyst and work closely with the CEO and the senior management team, including a Director of Administration, a Director of Regulatory and Legislative Affairs, and a Director of Member Services, the Director will contribute to the organization's commitment to empowering communities for a sustainable energy future.

Seasons Are Changing And So Should Our Grid: Meeting Peak Demand
New England’s grid operator put a new modeling tool to use and discovered that it has a sufficient winter power supply for the next few years, thanks in large part to the broad adoption of solar power.

As we confront the specter of another winter, the threat of extreme weather events and their impact on our grid is ever-present. The weather has been relentless in recent years – from the cold snap that put New England on ice in 2023, to the Winter Storm Elliot ravaging the country last December, to the heat wave that made the Pacific Northwest sweat in 2021. According to a NORC Center for Public Affairs Research poll, 87% of Americans say that they have experienced at least one extreme weather event in the past five years – by that calculation, most Americans have felt the strain that climate extremes inflict on our energy infrastructure. These, now commonplace, seasonal extremes are an urgent call to rethink how our grid handles these and other challenges.
Texas’s 2021 experience with Winter Storm Uri proves the adage that everything is bigger in the Lone Star State. The power outages resulting from that storm illustrate the severity of the predicament with our grid. During the storm, the Federal Energy Regulatory Commission (FERC) reported that consumer demand for electricity exceeded available generation capacity by an alarming 12 gigawatts. The situation became so dire that the Electric Reliability Council of Texas (ERCOT) ordered power providers to cut off customers, at one point totaling 20 gigawatts of demand, to prevent the grid from failing completely. The ensuing blackouts contributed to hundreds of deaths and billions of dollars in property damage.
Sadly, the storm in Texas was not an isolated event. The North American Electric Reliability Corporation’s (NERC) 2023-2024 Winter Reliability Assessment published this November issued a stark warning — more than half of the US could fall short on electricity supply during extreme cold events this winter. NERC’s assessment underscores the pressing need to ensure that our grid can withstand not only winter storms but the looming threat of any extreme weather events that create energy emergencies throughout the year.
However, there is a notable exception to NERC’s predictions. A key part of a resilient, secure grid is the exploitation of Distributed Energy Resources (DERs). New England’s grid operator put a new modeling tool to use and discovered that it has a sufficient winter power supply for the next few years, thanks in large part to the broad adoption of solar power. These types of DERs can have a profound and positive effect on system reliability if deployed at scale and managed properly.

Job Description:
As an Energy Efficiency Consultant, you will lead the development, promotion, and implementation of customer engagement in new and existing programs as well as identify existing and new technologies that support energy-saving solutions for these customers. Through your regular interactions with external stakeholders, energy efficiency contractors, engineers, and internal teammates from marketing, regulatory compliance and sales, your focus will be on accomplishing energy-saving goals which also help to lower the state’s carbon emissions.
This is a hybrid role. The first three months are fulltime in the office.
Hiring Manager: Energy Efficiency Supervisor
Essential Functions
- Provides direction to business partners, such as contracted vendors, and technical project expertise to customers as well as coordinates available resources specific to the procurement and installation of energy efficient measures, strategies, and systems.
- Responsible for review and approval of moderately complex projects/programs, which require an understanding of engineering analysis/calculations, implementation strategy for new technologies, or energy simulation modeling.
- Manages the integration of activities between the customer, program administrators, advisory consultants, and vendor/contractors.
- Develops documents and plans necessary to meet compliance with regulatory filings and oversight of ratepayer funded Energy Efficiency programs.
- Ensures that all projects and programs are accurate and in compliance with regulatory guidelines - reviews project documentation and program applications to confirm all required and supporting materials is provided to fulfill program participation parameters.
- Participates in the budgeting, invoicing, evaluation, and tracking of expenses and energy savings; assists with the development of Requests for Proposals (RFP's) for contracted services.
- Facilitates achievement of energy efficiency goals by promoting demand-reduction initiatives to assigned customers/customer segments and/or programs.
- Partners with Energy Efficiency colleagues across different sectors/channels, including Energy Efficiency Sales Account Executives, to set an energy efficiency implementation path and strategy for customer participation and energy efficiency program implementation.
